When a boiler trips while running outside in sub zero weather, many factors come in to play that would not even be considered in warmer climates. Frozen transmitters, frozen interlocks, slow operating main gas safety shutoff valves and ice forming on fan intakes are just a few of many reasons for a boiler that has tripped not restarting.

During a boiler startup, whether a scheduled turnaround, major repair or seasonal shut down, it is very important to have an experienced boiler specialist handle the task. Although day to day boiler operators are trained and qualified to start a boiler that has recently tripped or has been shut down for a short period of time, it is very important from a safety aspect to check calibrations and test all boiler safety interlocks and permissive switches prior to starting a boiler that has been out of service for a long period or has had air or fuel related repairs. Quickly spotting and knowing when a problem exists is the key, and knowing what to do in response should be left up to an experienced and qualified boiler field service engineer.
Understanding that when an undesirably rich condition has occurred and un burnt fuel has been sent into an extremely hot furnace there is a very dangerous reaction or response that you must not do and only an experienced boiler tuner would know the corrective measures to safely recover. For an example, during an undesired rich condition, if an operator were to react with his normal instincts and hit the emergency stop, it would in a majority of cases introduce post purge air "oxygen" in to the fuel filled furnace and increase the chance of having an ignition source from lets say the hot refractory causing an explosion.
